However, few contests have been as popular as the lottery. This weekend visitors at Monterey Park Lunar New Year Celebration can spend $20 to spin the wheel for Scratcher prizes at the California Lottery booth. Since its inception in 1984 with the passing of Prop. 37, the California State Lottery Act has proven that people like to play and win prizes. In Fiscal Year 2015-16 sales increased 13.5% to a record-setting $6 billion.
California Lottery’s mission to provide supplemental monies for public education without the imposition of additional or increased taxes amounts to less than 1.5% of public education’s overall needs. Still, California AB 142 contributions to education have amounted to $31 billion for public schools in 21 years, and hundreds of contest winners have become millionaires.
