asked me to mention these Items:
On August 21, 2012, a Federal Task Force
comprised of agents from the United States
Secret Service and officers from the
Huntington Beach Police Department in
conjunction with the Los Angeles Sheriff's
Department, Los Angeles Police Department,
and Irvine Police Department served multiple
state and federal search / arrest warrants
in the County of Los Angeles. Seven persons
were arrested during the operations, and
multiple suspects were detained. Items
seized included evidence of the crimes,
several hundred thousand dollars in cash,
jewelry, and high end cars.
The warrants and arrests are the culmination
of an investigation which has taken place
over the last year. Major leads in the
investigation came with the tremendous
cooperation from investigators. The
investigators worked very closely with the
Federal Task Force and provided the evidence
leading to the arrests. A large majority of
the victims are from California and the
State of Washington. The crimes were
perpetrated by the same individuals and
occurred inside bank branches all over the
United States. The scheme involves using
counterfeit driver's licenses, Social
Security cards, and credit cards as
identification. The suspect removes cash
from the victim's savings and checking
accounts ranging from $4000 to $9000 in a
single transaction. The investigation
revealed a suspect could remove as much
$25,000 to $35,000 from a victim per day.
The scam involving the suspects has taken
place over the last several years, and the
loss is estimated to be in the multiple tens
of millions. The investigation is ongoing.
Urban Wildlife Specialist Lynsey White
Dasher presented a Coyote Training Hazing”
workshop on August 14, 2012 a the Central
Library Theater. The workshop had more than
300 people in attendance who heard her
excellent presentation regarding coyotes in
our urban neighborhoods.
Conflict between coyotes, people and pets
are becoming increasingly common problems in
urban and suburban areas across the country.
Increased coyote sightings, attacks on pets,
and even fear for human safety are
concerning to local residents and pose
challenges for animal control professionals.

featured discussion on issues including:

• Why are Coyotes in Huntington Beach?
• Types and Causes of Human-Coyote Conflicts
• Keeping Coyotes out of yards and
neighborhoods

• Examples from the Field
Lynsey White Dasher's experience with
coyotes includes completing research and
data analysis for the Cook County Coyote
Project in Chicago, Illinois, the largest
study of urban coyotes in the country. She
has also published an analysis of coyote
attacks on people throughout the U.S. and
Canada. She has her Master of Science degree
in Conservation Biology and Sustainable
Development and a Bachelor of Science in
Zoology.

Construction Manager Eric Charlonne asked me
to mention this Item:
Orange County Sanitation District Ocean
Outfall Repair Project
The Orange County Sanitation District will
begin a rehabilitation project as early as
September 4, 2012, that will last through
the end of October. This work will consist
of inspection, condition assessment and
rehabilitation of corroded elements of the
land section of the 42 year old, 120 inch
diameter, long ocean outfall system. The
project location stretches from OCSD‘s
Huntington Beach facility to a large
concrete and steel ―Beach Box‖ located on
Huntington State Beach near the Santa Ana
River outlet.
During a portion of this project, the long
ocean outfall will be taken out of service.
At that time, the short ocean outfall will
be placed into service for approximately
four weeks. During this period, in an effort
to expedite the work, construction crews
will be working 24-hours a day inside the
long ocean outfall. Construction staff will
be visible at night on the beach supporting
the work efforts of the crews working inside
the Beach Box and the long ocean outfall.
Other work on above-ground facilities at
OCSD‘s Huntington Beach facility will occur
weekdays between 7 a.m. and 6 p.m. and on
Saturday‘s between 9 a.m. and 5 p.m. Traffic
on Pacific Coast Highway will not be
impacted. The bicycle paths in this area
will remain open. However, construction
personnel utilizing flags may be used to
direct cyclists and pedestrians when
necessary.
OCSD has taken great care in assessing all
impacts and identifying mitigation efforts
to minimize impacts to nearby residents,
ocean water quality and marine life. As part
of this project, continuous ocean monitoring
will be taking place during the use of the
short outfall.
