Police - SWAT Team used to take armed
convicted felon into custody
On September 23, 2012, at about 9:40 AM, a
citizen notified the police department about
a reckless driver in the area of Beach
Boulevard and Slater Avenue. A vehicle
description and plate were provided. Police
communications operators checked the plate
and determined it was a vehicle stolen in
Huntington Beach the day prior. A few
minutes later, a police officer came across
the vehicle broken down in the intersection
at Gothard Street and Heil Avenue. The
suspect was trying to push the broken down
vehicle. As the police officer approached,
the suspect took off running and the police
officer went in foot pursuit of him.
The suspect entered an industrial suite
complex and ran through an open roll up
doorway. Two employees confronted the
suspect, but exited the building due to his
bizarre behavior. The police officers
surrounded the building and began ordering
the suspect to exit the business. A short
time later, the police officers were
informed there were loaded firearms in the
office the suspect had run into to hide. Due
to the firearms, and the suspect's refusal
to exit the office, the Huntington Beach
SWAT Team was called in.
As SWAT surrounded the location, the suspect
exited the interior office, but not the
business. The SWAT officers ordered him to
keep his hands up and exit multiple times
but he refused. The suspect, while smoking a
cigarette, kept saying he was armed with a
knife and walking back and forth near the
office where the firearms were kept by the
business owner. To prevent him from
returning to the office, a SWAT officer shot
the suspect with a rubber projectile that
knocked him to the ground and he was taken
into custody and arrested without further
incident. It was later determined the
suspect had armed himself with a loaded
AR-15 assault rifle while in the office.
After completing their investigation, the
police officers arrested John Ronald Moreno,
18, of Huntington Beach, for auto theft,
burglary, felon in possession of a firearm,
driving while DUI drugs, resisting arrest
and several additional related criminal
charges. He was booked in the Huntington
Beach city jail. See HBPD Facebook page for

Maintenance Operations to Slurry Seal Zone 4
On Monday September 24, contract crews will
begin preparation to slurry seal maintenance
zone 4. This will conclude major street
maintenance functions for the area which
included replacement of sidewalk, curb and
gutter, street rehabilitation, and tree
trimming.
The slurry seal project is scheduled to run
from September 24 to October 5. The project
includes residential streets in an area from
PCH, running north on Lake Street, east on
Adams, north on Beach, east on Yorktown,
south on Newland, east on Atlanta and south
on Magnolia back to PCH. Please call Public

Caltrans Begins Paving on PCH
On Monday, September 24, contractors working
for Caltrans began the scheduled pavement
maintenance project for Pacific Coast
Highway between Beach Boulevard and
Goldenwest Street. The project is expected
to continue through the end of November with
work generally taking place between 9 am and
3 pm daily. The project will require
substantial temporary traffic lane and
on-street parking restrictions. Updated
information regarding the project can be
