Of all the cities we’ve seen, one of the finest for Halloween decor is actually a little town called Balboa Island. Part of Newport Beach, this island takes its holidays seriously, no joke! On October 31 each year, thousands of children swamp the island with their folks to trick or treat at strangers’ homes. When you were a kid, you probably opted for the best neighborhoods –this would have been on your A-list.
